Abstract: The 14th five-year plan period is an important historical turning point for the development and reform of state-owned geological prospecting units.At present, objective factors such as unclear reform orientation of geological prospecting units, incomplete transformation and upgrading, and immature industrial system increase the difficulty of planning.This paper makes an in-depth discussion on the compilation orientation and key points of the development plan of geological prospecting units in the next five years.We should do a good job in evaluating the development level of productive forces of geological prospecting units and the impact of the old system of public institutions, and accurately grasp the opportunities and challenges from the internal and external environment.In the theory of planning, we should stick to the combination of problem-oriented and result-oriented.Especially under the premise that the objectives and tasks of the system reform are not clear, we should take high technology as the guide, high efficiency as the driving force, high value as the pursuit, and high quality as the purpose.We will focus on measuring sales scale, potential costs, investment scale and planning.The development blueprint for the next five years will be formulated closely around the mission of safeguarding the region's resources and environment, and the five major plates, namely geological exploration, ecological construction, engineering construction, mining development and geological prospecting, will be well planned.The blueprint will be supported and guaranteed from six aspects, namely policy, system, project, science and technology, human resources, and culture.
