    山东省资源型城市产业结构调整与碳减排潜力研究

    Research on industrial structure adjustment and carbon emission reduction potential of resource-based cities in Shandong Province

    • 摘要: 资源型城市产业结构偏重、能源结构偏煤的发展方式引致了严重的高碳排放问题,优化产业结构可在一定程度上加快碳减排的进程。山东省作为能源消费和碳排放大省,其资源型城市产业结构与碳减排的关系有待进一步探究。以山东省资源型城市为研究样本,采用IPCC碳排放核算方法和EIO-LCA模型,分别测算分行业部门的直接碳排放强度和间接碳排放强度,构建碳减排潜力模型对分行业部门的碳减排潜力进行等级划分,深入剖析了产业结构与碳减排潜力的关系。研究发现:山东省资源型城市的直接碳排放强度和间接碳排放强度居于前列的部门多为能源供应和开采业;第一减排潜力梯队部门碳减排效应和碳减排量均较高,多为能源供应类部门;第二减排潜力梯队部门碳减排效应与碳减排量一高一低,多为服务业和交通业等生产链下游部门;第三减排潜力梯队部门碳减排量和碳减排效应均较低,且多为非传统工业。本文研究对山东省资源型城市产业结构优化与碳减排具有一定的理论借鉴与实践指导意义。

       

      Abstract: The development mode of resource-based cities with heavy industrial structure and coal based energy structure has led to serious high carbon emission problems.Optimizing the industrial structure can speed up the process of carbon emission reduction to a certain extent.As a major province of energy consumption and carbon emission, the relationship between the industrial structure of resource-based cities and carbon emission reduction in Shandong Province needs to be further explored.Taking the resource-based cities in Shandong Province as the research sample, the IPCC carbon emission accounting method and EIO-LCA model are used to calculate the direct carbon emission intensity and indirect carbon emission intensity of sub sectors respectively, build a carbon emission reduction potential model, classify the carbon emission reduction potential of sub sectors, and deeply analyze the relationship between industrial structure and carbon emission reduction potential.It is found that the sectors with the highest direct and indirect carbon intensity of resource-based cities in Shandong Province are mostly energy supply and mining.The first emission reduction potential echelon department has high carbon emission reduction effect and carbon emission reduction, mostly energy supply departments.The second emission reduction potential echelon sector carbon emission reduction effect and carbon emission reduction is high and low, mostly in the service industry and transportation industry and other production chain downstream departments.The third emission reduction potential echelon sector has low carbon emission reduction and carbon emission reduction effect, and most of them are non-traditional industries.This paper has a certain theoretical reference and practical significance for the optimization of industrial structure and carbon emission reduction of resource-based cities in Shandong Province.
