Abstract: The investigation of national conditions of total petroleum initially-in-place is an important part of the unified investigation and monitoring of natural resources.It is an important work to implement the unified exercise of the responsibilities of the owner of all natural resource assets owned by the whole people, and the unified exercise of the responsibilities of all land and space use control and ecological protection and restoration.It is an important starting point to improve the planning, management, protection and rational utilization of mineral resources.It is of great significance to control the reserves of total petroleum initially-in-place in China and establish a regular investigation and evaluation system of mineral resources.This paper systematically combs the current situation of oil and gas proved reserves and grasps the distribution and grade of reserves; completes five special investigations to clarify the current situation of various types of reserves; improve the database of proved reserves and build a solid reserve data base; establishes the graphic database of national survey to promote the information management of reserves; evaluates the available resources and put forward the guarantee measures of oil and gas resources.It combs the existing problems and gives four suggestions, strengthening technical control and standardize the filling of reserve database; forming technical specifications to guide the construction of reserves graphic library; formulating supporting policies to promote the effective development of difficult-to-produce reserves; strengthening theoretical and technological innovation and realize the effective development of low-grade reserves.
