    河南省矿业遗迹保护现状、问题及对策

    Mining relic protection in Henan Province: status quo, issues, and countermeasures

    • 摘要: 截止于联合国教科文组织第45届世界遗产大会通过决议,世界遗产名录中以矿业遗迹为主题的遗产地大多为第一次工业革命以来同欧洲重要历史进程相关的因采矿活动遗留下来的遗产地,而我国尚未有矿业遗迹被纳入世界遗产名录。矿业发展贯穿人类社会文明始终,积极推动我国矿业遗迹保护是研究中华民族发现、认识、开发与利用矿产资源过程中的聪明才智和伟大创造力的重要举措。本文通过梳理国际矿业遗迹理念以及国内矿业遗迹认知,以河南省矿业遗迹为研究对象,深入分析了河南省矿业遗迹保护工作现状及问题。研究结果显示当前河南省矿业遗迹面临现有法律法规支撑不足以及矿山公园建设缓慢、需纳入矿业遗迹保护底数尚未查清、国家级矿山公园已停止申报以及现有矿山公园教育功能弱化等问题。在此基础上,针对上述问题提出应健全管理体制,强化法律法规支撑;建议设立地方专职矿业遗迹保护机构,开展矿业遗迹调查工作;积极推动现有矿山公园申报世界遗产,强化矿业遗迹保护工作;以研学旅行的方式开展自然历史类博物馆-中小学校园-矿山公园三方宣传教育工作等方式来完善河南省内矿业遗迹保护工作,以期为我国矿业遗迹早日纳入世界遗产名录提供助力。

       

      Abstract: As of the 45th session of the UNESCO World Heritage Committee, the majority of mining-related heritage sites in the World Heritage List are relics left behind by mining activities associated with key events over the course of history since Europe’s First Industrial Revolution. However, none of China’s mining relics has yet to be included in the World Heritage List. The development of mining has been an integral part of humanity. Understanding this, China treats mining relic protection very seriously, having been promoting its cause very actively to showcase the wisdom and creativity of its people in the discovery, grasping, development, and utilization of mineral resources. Against this backdrop, this study examines how China’s understanding of mining relics compares with how the rest of the world views mining relic protection. To this end, the focus is shifted to the mining relics in Henan Province, and in-depth analyses are carried out on the status quo and issues with mining relic protection in Henan Province. The research findings reveal a number of problems with Henan’s current mining relics, including insufficient legal and regulatory support, slow construction of mining parks, incomprehensive understanding of mining relic protection at the provincial level, suspended declaration of national-level mining parks, and weakening educational functions of existing mining parks. Several countermeasures have been accordingly proposed to the provincial authorities based on these findings, suggesting them to strengthen the management system and legal support for mining relic protection; establish dedicated local institutions for mining relic protection and conduct investigations on mining relics; push for the inclusion of existing mining parks as world heritage sites and enhance the protection of mining relics, as well as improve the protection of Henan’s mining relics through educational visits or similar activies that link the functions of natural history museums, primary and secondary schools, and mining parks. These countermeasures are proposed with the view to expedite the inclusion of China’s mining relics into the World Heritage List.
