Abstract:
Planning is a prerequisite for protection and development, and an important manifestation of ecological civilization construction in the new era. By analyzing the distribution characteristics and development and utilization of mineral resources in Pingliang City, Gansu Province, and the social and economic support of mineral resources nationwide. Based on the analysis and research of supply and demand situation of mineral resources within the domestic, provincial, and Pingliang City, scientifically determines the scale and trend of demand for mineral resources in the economic and social development of Pingliang City in 2025 and 2035, and combines modern industrial spatial layout and development and utilization status to provide decision-making basis for Pingliang City’s land spatial planning. Based on the spatial analysis of mineral resources exploration and development and the three zones and three lines, the statistics show that the established exploration rights occupy 40.40 km
2 of the ecological red line area, the occupied arable land area is about 20.82 km
2, and the occupied permanent basic farmland area is 22.48 km
2. The exploration planning block occupies approximately 289.02 km
2 of arable land, 233.43 km
2 of permanent basic farmland, and 25.00 km
2 of urban development boundary area. The established mining rights occupy 53.28 m
2 of ecological red line area, 41.91 km
2 of cultivated land area, 36.73 km
2 of permanent basic farmland area, and 4.49 km
2 of urban development boundary area. The spatial conflicts between the mining planning block and the boundaries of cultivated land, permanent basic farmland, and urban development are obvious, with a compressed area of 152.33 km
2, 124.43 km
2 and 20.52 km
2, respectively. At the same time, security measures have been proposed for the existing spatial conflicts.
