    国家地下水监测工程运行维护预算标准研制思考与探讨

    Consideration and discussion on the development of budget standards for the operation and maintenance of national groundwater monitoring project

    • 摘要: 地下水是水资源的重要组成部分,对居民生活、城市建设、环境保护等具有重要意义。地下水监测是一项基础性、公益性、战略性的事业,为国土空间规划、水资源管理和生态环境修复提供有利的科学保障和技术支撑。国家地下水监测工程已运行多年,与之配套的预算标准仍然短缺,亟需开展研制工作。本文从预算标准的研制背景出发,聚焦国家地下水监测工程运行维护阶段各项工作,结合地质行业相关技术规范和工作实际,介绍了运行维护工作内容和工作特点,按照科学性、适用性的预算标准研制原则,确定出预算标准的研制思路和步骤。从框架体系搭建、基础数据采集、预算标准测算三个阶段分析研制过程中的要点,以监测点巡查及校核为例,介绍了国家地下水监测工程运行维护预算标准的测算模式。国家地下水监测工程运行维护预算标准的研制,可以填补此类项目无预算标准的空缺,完善预算标准体系建设,保障国家地下水监测工程网络体系的稳定运行。通过其研究模式和研究过程,以期为中国地质调查局监测类预算标准、观测类预算标准的研制提供借鉴。

       

      Abstract: Groundwater is an important component of water resources and has significant implications for residents’ lives, urban construction, environmental protection, and more. Groundwater monitoring is a fundamental, public welfare, and strategic undertaking that provides favorable scientific and technological support for national spatial planning, water resource management, and ecological environment restoration. The national groundwater monitoring project has been in operation for many years, but there is still a shortage of supporting budget standards, and there is an urgent need to carry out research and development work. This paper starts from the background of the development of budget standards, focuses on various tasks during the operation and maintenance phase of the national groundwater monitoring project. Combining with relevant technical specifications and practical work in the geological industry, it introduces the content and characteristics of operation and maintenance work. Following the principles of scientific and applicable budget standard development, the development ideas and steps of budget standards are determined. The key points in the development process are analyzed from three stages: framework system construction, basic data collection, and budget standard calculation. Taking monitoring point inspection and verification as an example, the calculation mode of operation and maintenance budget standard of the national groundwater monitoring project is introduced. The development of budget standards for the operation and maintenance of national groundwater monitoring project can fill the gap of such projects without budget standards, improve the construction of budget standard systems, and ensure the stable operation of network system of the national groundwater monitoring project . The research mode and process are expected to have certain reference significance for the development of budget standards for monitoring and observation by the China Geological Survey.
