    Analysis of high-tech industry efficiency in Shaanxi province based on two-phase DEA method

    • 摘要: 为深入细致分析陕西高技术产业的效率,采用两阶段DEA模型分别计量分析其知识创造效率与知识利用效率。结果表明,陕西高技术产业的知识创造效率和知识利用效率处于双低状态。导致这样状态的原因有,首先是占陕西省高技术产业总量接近1/3的航空航天设备制造属于国家战略性产业,它在市场上很难完全反映出来。其次是陕西高技术产业的最小有效规模较高,这使陕西高技术企业的现实规模仍处于偏小的不合理规模上。而在知识创造阶段,R&D的相对投入不足不仅导致其产出数量不足和质量偏低,这又进一步影响其知识利用阶段低效率。最后,陕西高技术产业内部市场交易不活跃、分工协作水平低和一般市场化程度低是导致其效率双低的重要外部根源。

       

      Abstract: To analyse the efficiency of high-tech industry in Shaanxi province, the input and output process of high-tech industry is divided into two phases, knowledge creation and knowledge application.The result shows that not only the efficiency of knowledge creation, but also the efficiency of knowledge application are lower than the average level.There are some main reasons leading to this result.First, the proportation of manufacture of aircrafts and spacecrafts is close to one third in Shaanxi province, and that the economic benefit can hardly reflect through the market because of the particularity of the strategic position of manufacture of aircrafts and spacecrafts industry.Second, the minimum efficient scale of Shaanxi province is bigger to other provinces, so that the enterprise scale is too small to attain optimality.Therefore, lack of relative input from R&D leads that lack of output and poor quality in knowledge creation phase, futhermore, it leads to low efficiency in knowledge application phase.Finally, there are some external sources causing low efficiency in two phases, such as low level of activity in technological trade market and poor industry collaboration, as well as the low level of marketization degree.
