基于成果收益分配的矿山废弃地综合治理激励措施研究

Research on incentive measures of mining wasteland comprehensive governance based on the revenue and distribution of governance results

摘要: 对矿山废弃地进行综合治理，实现废弃土地再利用是矿区土地增值的主要途径。激励社会资本投入矿山废弃地综合治理，可从治理成果——土地产生的收益及分配角度探寻有效方式。从矿山废弃地治理成果(土地)产生的收益性质着手，结合地方实践归纳了基于土地收益及分配的矿山废弃地治理模式，对治理模式各要素和模式存在的问题进行了分析。最后从提高土地的使用性收益和政策性收益、维护和保障收益分配主体的合法权益等方面提出了完善治理模式、激励治理的对策建议。

Abstract: Making comprehensive governance to realize the reuse of mine wasteland is a main way to increase the value of the land in mining area.The effective pathway to stimulate social capital to invest in comprehensive governance of mine wasteland can be explored from the perspective of the land revenue and distribution.Beginning from the nature of the land revenue, the governance modes are summed up based on several local practices.Then, the elements of mining wasteland governance modes and the problems are analyzed.Finally, some suggestions of incentive governance are put forward, including:increasing the use income and policy income of the land to improve the governance models; adopting measures to safeguard the legitimate rights and interests of the main body of income distribution.
