The disputes between mining enterprises and local residents never seem to be ceased from past to present.The paper puts forward the right responsibility framework of the mining enterprise and communities, which have 5 indicators, namely, natural environment, economic benefit, management system, community participation and local culture.It summarizs the relationship between mining enterprises and communities by building enterprises-communities' radar map and harmonious curve which can describe the relationship between them more deeply, directly, objectively, comprehensively, intuitively, simply and practically, which exploring its rights and responsibilities revealing the problems and the development laws.
