Analysis and suggestions on information publicity system of mining rights holders exploration and mining

The information publicity system of mining rights holders for exploration and mining has been implemented nationwide since 2017.It is a major reform in the supervision and management of mineral resources.It requests the mining rights holders to public information actively, the competent departments random sampling and field audit."Abnormal list" and "serious illegal list" are carried out.In 2017, the information publicity work has made some achievements.27 681 prospecting rights and 62 539 mining rights have been public, and the average random sampling rate is 5.4%.6 695 mining rights were enrolled in the "abnormal list".There are some problems in the first year of the system, such as the owners of the mining rights lack consciousness of the main responsibility, the grass-roots administrative departments have inadequate supervision, the work of mineral rights clearing is lagging, and the system function is imperfect, etc.In view of these problems, this paper puts forward five countermeasures and suggestions:strengthening the training of the mining right holders and grass-roots managers, improving the system function, speeding up the clearing the data base of mining rights, adding different types of mineral information tables and speeding up the construction of the supporting system, so as to provide reference for the next step of improving the information publicity system.
