Study on the regulatory system innovation and countermeasures in the geological exploration activities

After the geological exploration qualification approval has been cancelled, one of the most important thing of the government departments is regulation in during and after-event.The purpose of this paper is to discuss the connotation of the innovation of the supervision system in during and after-event, the necessity of implementing the supervision system in during and after-event, and also analyzes the regulatory mechanism, regulatory means and their internal logic of the supervision system in during and after-event.This paper also puts forward to construct the “responsive regulation” pattern which make up of multi-level linkage, multi-regulation and multi-means, to promote institutional innovation, to provide theoretical basis for supervision after the geological exploration qualification approvals has been cancelled.The key element of the “responsive regulation” pattern in geological exploration is a government-dominated cooperative and multiplex regulatory pattern; a multi-level regulatory structure make up of self management of the unit, self-discipline of the geological exploration industry, supervise from social and administrative, combining with joint disciplinary; laws, regulations and standards; the platform of information collection and sharing.
