    Study on the regulatory system innovation and countermeasures in the geological exploration activities

    • After the geological exploration qualification approval has been cancelled, one of the most important thing of the government departments is regulation in during and after-event.The purpose of this paper is to discuss the connotation of the innovation of the supervision system in during and after-event, the necessity of implementing the supervision system in during and after-event, and also analyzes the regulatory mechanism, regulatory means and their internal logic of the supervision system in during and after-event.This paper also puts forward to construct the “responsive regulation” pattern which make up of multi-level linkage, multi-regulation and multi-means, to promote institutional innovation, to provide theoretical basis for supervision after the geological exploration qualification approvals has been cancelled.The key element of the “responsive regulation” pattern in geological exploration is a government-dominated cooperative and multiplex regulatory pattern; a multi-level regulatory structure make up of self management of the unit, self-discipline of the geological exploration industry, supervise from social and administrative, combining with joint disciplinary; laws, regulations and standards; the platform of information collection and sharing.
