Study on perfecting the standard of “specifications for filing of exploration and mining rights archives”

At the national level, “Specifications for Filing of Exploration and Mining Rights Archives” clarifies the methods and basic principles for the archiving of mining rights archives, so that the filing of mining rights archives can be documented.However, with the great changes in the management of the mining rights and the continuous improvement and perfection of the management system, the scope and classification of filing in the “Regulations” are seriously inconsistent with the actual management.In this paper, the authors sort out the relevant normative documents issued since the promulgation and implementation of the “Regulation”, and analyze the problems of the “Regulations” existing in the scope of archiving, classification, archives, and the necessity of revision.At the end of the paper, the authors put forward some suggestions on perfecting “Regulations” from the aspects of supplementing and improving the scope and classification of filing, and the archiving of archival documents and the increase of electronic file filing and electronic file management standards with the institutionalization and standardization of the promotion of online examination and approval.
