Oil and gas resource regulatory and management under the new method of “double random, one publicity”

The information publicity of oil and gas mining rights holders’ exploration and mining is the practical action of putting “double random, one publicity” regulation method into the practice.The information publicity was implemented in 2017.Through information publicity of oil and gas mining rights holders, oil and gas first level regulation has gradually changed into ministries and provinces joint regulation.The self-discipline of oil and gas mining rights holders has been improved, and the seriousness of oil and gas regulation and social supervision have been strengthened.The information publicity of oil and gas is different from that of non-oil and gas, and there are differences in regulatory objects, random sampling methods, procedures and methods for identifying anomaly lists, and the completion of minimum exploration investment.From two years practice, this paper concludes that there are still some problems in the oil and gas information publicity system, such as the inadaptability of mining rights holders to the new regulatory mode, the difficulty of random implementation of inspectors, and the incompleteness of the system.Considering the actual situation, this paper puts forward three suggestions on speeding up the establishment of working system in oil and gas ministries and provinces joint regulation, further strengthening the construction of oil and gas regulatory team, and improving the supporting system of oil and gas information publicity, aiming at the oil and gas resources regulation and management under the new regulation method of “double random, one publicity”.The Ministry of Natural Resources has carried out the information publicity of oil and gas mining rights holders, and implemented the new regulation method of “double random, one publicity”, and these actions have effectively promoted the afterwards regulation in oil and gas industry, expanded the social supervision of oil and gas industry, and improved the effectiveness of oil and gas regulation.
