The US natural gas pipeline network development and transmission rate pricing mechanism and revelation to China

China's natural gas industry has entered a critical period of market-oriented development, as the reform of natural gas industry continues to deepen.The United States is currently the most market-oriented and most mature natural gas market in the world.Through a lot of research, this paper reviews the development of the US natural gas pipeline network, the evolution of marketization and the reform of pipeline transmission rate, analyzes the two-part rate pricing model of pipeline transmission.The research results show that the evolution of natural gas marketization is a long process.Perfect infrastructure construction, a large-scale secondary trading market, a sound natural gas market supervision system, and a proper transmission pricing model are all important conditions.For China's implementation of the two-part rate pricing model, it is necessary to put forward the following countermeasures:to scientifically divide the reservation fee and the usage fee, and advance the rate reform in stages; to establish a dynamic supervision and regulation mechanism for the pipeline transmission rate; to study the transmission rate based on distance.
