Evaluation of upgrading effect of ferrous and non-ferrous metal mining industry structure based on the structural reform of supply-side

Abstract
In order to measure the upgrading effect of metal mining industry structure under the background of the structural reform of supply-side, based on the existing literature, the advanced coefficient of industrial structure, Moore structure change value and industrial structure upgrade height value are used to construct a calculation model which reflects the direction, rate and degree of industrial structure upgrade.The data from 2013 to 2018 are used to calculate the upgrading of metal mining industry structure before and after the reform.The results show that through the measurement of upgrade direction, it is found that the leading coefficient of supply side is higher than before the reform, and the smelting and calendaring industry is higher than the mining and selecting industry.Through the calculation of upgrading rate, it is found that the industrial structure of ferrous mine and non-ferrous metal mine has been improved obviously after the reform, and ferrous mine is upgraded relatively faster than non-ferrous metal mine.After the reform of ferrous and non-ferrous metal, the Moore value is close to one; the vector angle of ferrous ore increases from 1.45° to 5.35°, and the vector angle of non-ferrous metal ore increases from 1.32° to 4.61°.Through the measurement of the upgrading degree, it is found that the upgrading height of the industrial structure basically presents the trend of increasing year by year, which indicates that the industrial structure of ferrous and non-ferrous metal has undergone the process of evolution from the lower stage to the higher stage.According to the result of calculation, some policy suggestions are put forward.
