Research on multi-level benefit evaluation of shale gas development project

In order to comprehensively evaluate the benefits of shale gas development projects at multiple levels, and to provide theoretical reference and method support for the economic evaluation and investment decisions of shale gas development projects, the method of combining qualitative analysis and quantitative analysis is used to analyze in detail the various levels' composition of the benefits brought by the establishment of the project from the different perspectives of projects, companies, and countries.The principles and methods of quantitative calculation of various benefits have been studied, and the calculation model of project-level economic benefits, the company-level engineering sector and the sales sector synergy benefits, the national level environmental protection, energy security and tax increase social benefits have been constructed accordingly.The calculation example for a company's shale gas development project was carried out.The results show that the calculation method is highly operable and practicability, the shale gas development unit can bring about 0.1 yuan/m³ company synergy benefits and about 0.97 yuan/m³ national social benefits, and the synergy and social benefits are significant.It is recommended that shale gas development projects should make project investment decisions on the basis of multi-level and comprehensive evaluation of project benefits.the state should increase shale gas subsidies and preferential treatment, internalized social benefits into actual benefits of development units to stimulate the enthusiasm of development units, and promote the rapid development of the shale gas industry.
