Abstract
The Ministry of Natural Resources has implemented the reform of “streamline administration, delegate powers, and improve regulation and services” in the field of oil and gas regulation by implementing the oil and gas information publicity.The regulation process has become more open, the integrity and self-discipline of oil and gas mining rights holders have been strengthened, and the efficiency of government regulation has been improved through the oil and gas information publicity, but there are still problems including the inability to select inspectors at random, the lack of legal minimum exploration investment is prominent, and insufficient sharing of internal management information.Oil and gas regulation is facing many new situations and new requirements, including that the construction of ecological civilization requires the strengthening of green exploration and mining regulation, the liberalization of upstream oil and gas brings more diversified oil and gas mining rights holders, the newly implemented oil and gas exploration and production integration requires strengthening the process supervision, and national requirements on strengthening credit supervision.There is still a gap between the current status of oil and gas regulation and the new requirements in terms of regulatory system, regulatory power, use of regulatory results, and information support.In order to better adapt to the new requirement and further strengthen the oil and gas regulation, some suggestions are proposed to improve the top-level design of the oil and gas regulation system, strengthen the process and important nodes regulation under the integrated oil and gas exploration and production system, establish professional oil and gas regulatory agencies and increase the use of scientific and technological, promote credit supervision and classified supervision, and build a new model of joint regulation and service integration.
