Research on strategic security of mineral resources under the background of “carbon peak and neutrality”

    • In the current international political and economic situation of profound change and complex adjustment, as the world’s largest producer, consumer of mineral resources and carbon emitter, the path to achieve the “carbon peak and neutrality” goal has become the focus of the world. The realization of the “carbon peak and neutrality” goal means that China needs to complete a huge transformation in the strategic supply and demand structure of energy. The adjustment of the supply and demand structure of mineral resources puts forward strict requirements for the strategic security of mineral resources in China.Starting from the three links of consumption, production and energy supply of mineral resources, this paper analyzes the impact of measures such as carbon reduction, zero carbon and energy substitution on the relationship between supply and demand of mineral resources, and seeks the implementation mode of realizing the “carbon peak and neutrality” goal on the basis of ensuring the healthy development of China’s national economy. The results show that carbon reduction, carbon substitution and the development of zero carbon industry have increased the new demand for mineral resources. In order to ensure economic security, China needs to increase the exploration of strategic mineral and key metal mineral, implement diversified international trade in mineral resources, establish and improve the strategic reserve system of mineral resources, and successfully achieve the goals of carbon peak and neutrality on the basis of ensuring the balance between supply and demand of China’s mineral resources.
