    Oil and gas reform in Mexico and its enlightenment to China

    • Mexico is the 11th largest producer of crude oil in the world, and it has carried out two rounds of oil and gas reforms in 2013 and 2019 respectively.The oil and gas reform in 2013 broke the 76 years national oil company monopoly:legislative reform, reorganization of the energy sector, and formulation of a five years plan for the transfer of oil and gas blocks; opening the market to foreign investment and domestic private enterprises.The oil and gas reform in 2019 plans to reshape the dominant position of national oil companies:suspension of transferring new blocks; strengthening downstream refining; carrying out electric energy reforms and restricting renewable energy.The suggestions to China from Mexico’s oil and gas reform:establishing an industry structure dominated by national oil companies according to national conditions, introducing foreign capital and private enterprises based on resource, formulating oil and gas transfer plans, do research on benchmarking of foreign oil and gas resource management.
