Study on supervision and management of comprehensive utilization of mineral resources under the new situation

Comprehensive utilization of mineral resources is not only the market behavior of enterprises to seek economic benefits, but also the embodiment of the state’s rights and obligations of the national owner of natural resource assets.With the in-depth promotion of ecological civilization construction and the proposal of the “double-carbon” goal, the comprehensive utilization of mineral resources is facing new requirements and challenges, and the supervision ability of management departments needs to be comprehensively improved.On the perspective of mineral resource managers, through investigation and literature research, starting from the legal principle, and based on the legal provisions and relevant policy documents such as the Mining Law and its implementation regulations, this paper clarifies the subject and content of the supervision and management of comprehensive utilization.On this basis, this paper analyzes the current situation and existing problems of supervision and management of comprehensive utilization of mineral resources in China.Combined with the new situation and new requirements, puts forward the working ideas of comprehensive utilization supervision of mineral resources from the aspects of carrying out comprehensive utilization level monitoring, perfecting the three-rate index system, strengthening credit supervision, upgrading supervision technology and perfecting incentive and restraint mechanism.
