Facing the new situation and new requirements of national statistics on improving data quality and reserve statistics on enhancing the quality monitoring of reserve statistics and so on, the existing mineral resources reserves database management system showed some problems, such as weak support for the quality monitoring of reserves statistics, inapplicable data organizational structure and so on.Enhance, it is urgent to reconstruct the system.In order to better support the reserves statistics work, based on sorting out the objectives and tasks of reserves statistics work, this paper put forward functional requirements for developing a new system, including convenient data collection, refined data management, rich technical verification and quality monitoring assistance, diversified report output, rigorous authority and log management.Based on the functional requirements, it further proposed the organization structure of reserves statistics with the mining right as the basic unit, designed the overall framework which are horizontally connecting other mining administration management databases and vertically connecting management organs at all levels and mining right holders, the system technical architecture which included five levels of data layer, application layer display layer and so on, as well as two systems of operation and maintenance control and security, and the system composition, which contained four functional modules of data collection, data management, quality monitoring and result output, and further put forward the design and implementation points of each module for different users, looking forward to providing reference and support for the design and development of the new system.
