The predicament and breakthrough of mining land on rural collective land in the new era

There is a prominent contradiction between the exploitation of mineral resources and the use control and environmental protection of resources such as cultivated land, forest and grass land.It is of great theoretical and practical significance to solve the land use obstacles in the whole life cycle of mineral resources development.This paper analyzes the characteristics and problems of mining land use in different stages of the whole life cycle of mining land on rural collective land by using policy review and problem analysis, and put forward suggestions on system reconstruction and optimization in the new era.Firstly, speeding up legislation on mining land.Secondly, improving government and market mechanisms.Thirdly, promoting the policy optimization of promoting “cleanliness” through “unification”.Fourthly, implementing enterprise exit responsibility and path.Fifthly, promoting the study of mining land evaluation within the full life cycle.Taking mining land management as the starting point, we should promote the multi-win of rural revitalization, ecological protection and economic development.
