Study on building and development of green mine construction community in Qinghai Province

Qinghai Province is rich in mineral resources, it plays a prominent position in energy and resource security in China.Mining development is the driving force of economic development in Qinghai Province.The construction of green mine is the embodiment of ecological civilization in the mining sector.To build the ecological security barrier and the highland of ecological civilization in China, Qinghai Province has put forward higher requirements to green development of mining industry.Based on the questionnaire survey and on-the-spot investigation of the key mining enterprises in Qinghai Province, adopts the methods of comprehensive literature analysis, analogy analysis, qualitative and quantitative analysis, empirical analysis combined with normative research, this paper analyzes and studies the general situation of mineral resources, exploitation and utilization, status quo of green mine and community construction in Qinghai Province.On the basis of straightening out the orientation, responsibility and coordination of the main bodies in the construction of green mines, The main problems existing in each main body of green mine construction are summarized.Through the above research the paper proposes that Qinghai Province should construct and develop the development concept of green mine construction community, which is mainly composed of “government departments-mining enterprises-scientific research institutes-third party evaluation institutions-local people-social supervision”, and it puts forward in accordance with mechanism of “whole thinking, multi-guarantee, each according to his ability, cooperation and win-win”, to carry out the responsibility of each subject, with a view to forming a new model of mining development in line with the requirements of ecological civilization construction in Qinghai Province, and promote green and high-quality development of mining industry.
