Abstract
In accordance with the requirements of Technical Guidelines for the State-Owned Natural Resources Assets Inventory, Yunnan Province selects Wuhua District, Fuyuan County, Jinghong City, Shangri-La City as pilot areas to carry out inventory pilot work of state-owned natural resources assets, making further efforts to verify and optimize the inventory methods. In order to explore the physical inventory of six types resources, including land resources, mineral resources, forest resources, grassland resources, wetland resources, and national parks. Collects the price signal data of various resources inventory, establishes a provincial inventory price system, estimates the economic value of various resource, understands the situation of state-owned natural resource assets inventory, promotes the reform of the property rights system of natural resource assets, meets the needs of the construction of the paid use system, asset reporting system, and assets balance sheet preparation system of state-owned natural resources. In this paper, summarizes and establishing an inventory database of state-owned natural resource assets in Yunnan Province, and establishes an inventory system of state-owned natural resource assets. Based on the inventory pilot work in Yunnan Province, summarizes the technical methods and work experience of inventory, analyzes the main problems in the inventory practice in Yunnan Province, puts forward the perfect proposal from four aspects, including strengthening and improving the basic data of resource asset management, unifying the classification standard of natural resources work, improving the construction of inventory price system, and strengthening the application of inventory results. It lays a solid foundation for the comprehensive implementation of the inventory work in Yunnan Province, and provide Yunnan experience for national inventory.
