    Practical exploration of a new mechanism for the joint management of mining rights and reserves under the new situation

    • With the implementation of Opinions on Several Matters of Promoting the Reform of Mineral Resources Management (Trial), marked a new era of the national oil and gas system reform. The protection of mining rights for oilfield companies is facing severe challenges. It is of great significance for oilfield companies to have a deep understanding of oil and gas resource reform policies and actively explore favorable practices for mining rights work in the new situation. This paper systematically summarizes the practical exploration of a new mechanism for the operation of mining rights and reserves linkage management in oilfield company A under the new situation. After three years of practice, oilfield company A has developed favorable practices in mining rights work, such as comprehensive and fine evaluation method of mining rights blocks, five-year planning and early warning mechanism for transfer mining in report area, seamless connection mechanism between storage and production, and regular self-examination and self-improvement system. By now, there had been added 13 new mining rights projects in oilfield company A, with an area of 404 km2 increased, an increase of 43.9%. At the same time, oilfield company A has fully completed the reduction, supervision, and inspection of oil and gas exploration blocks from 2021 to 2022. It maximizes the protection of high-quality mining rights and ensures the lawful and compliant exploration and mining of oil fields. Through research, it is proposed that the rule of 25% compulsory reduction of mining rights is not suitable for the exploration and development characteristics of unconventional oil and gas reservoirs such as deep oil and gas, tight oil, shale oil, etc, actively striving for internal circulation and optimization of mining rights allocation blocks, and strengthening the overall planning of mining rights work, and other three points of understanding and suggestions, in order to better help the development of oilfield business.
