Abstract
Ecological restoration in mining areas is one of the important measures to implement the requirements of national ecological civilization construction, which plays a significant role in promoting the quality and stability of regional ecosystems and maintaining national and regional ecological security. However, under the modern background of harmonious coexistence between man and nature, the ecological restoration in mining areas still faces some practical problems such as shortage of funds and imperfect market mechanism. The reason for this phenomenon is related to the relative lag of the legal system. In this regard, this paper suggests to strengthen the top-level design, and further optimize the legislation of the ecological restoration system in mining areas, taking the revision of the Mineral Resources Law, guided by the theory of harmonious coexistence between man and nature. In terms of macro-thinking, we should adhere to the basic principles of source management, natural recovery, market transformation, and strengthening responsibility; on the other hand, in terms of micro-measures, the restoration concept implements the systematic restoration model, and the restoration plan highlights the market operation mechanism of converting resources into assets, the restoration method strengthening natural restoration, the restoration fund focusing on the clear source, and the restoration guaranteeing is introduced into the ecological credit system, and so on, to promote the coordinated development of ecological protection and economy in the mining area.
