    The evolution of the national oil and gas inspector system and its role in the supervision and management of mining rights

    • The oil and gas inspector system is an important part of the oil and gas mineral resources supervision and management system. my country has successively promulgated and implemented the Interim Measures for the Supervision and Administration of Mineral Resources and other regulations. Initially, the national oil company had both management functions. By 2019, oil and gas and non-oil and gas were under the overall supervision of the Mineral Protection Department of the Ministry of Natural Resources. Since the establishment of the oil and gas inspector system in August 2001, seven batches of oil and gas inspectors have been hired across the country, with a total of more than 2,400 people. Oil and gas inspectors participate in the on-site inspection of information disclosure, strengthen daily supervision and service capabilities, and promote the performance of obligations by mining rights holders; increase the intensity of oil and gas inspections at the ministerial level, and improve the joint mode of ministries and provinces; fully functioning in the pilot. At the same time, the production process of the oil and gas industry is complex, the supervision and management are difficult, and the level of inspectors needs to be improved; the management system of inspectors needs to be improved, and the publicity method is being revised; the reform of the oil and gas system has put forward higher requirements for oil and gas inspection work. The regulatory task is daunting. It is recommended that oil and gas inspectors improve their position and professional level, and constantly innovate means; follow up system revisions, improve the oil and gas inspector system; further strengthen the transformation of oil and gas mining rights supervision and management, and promote the reform of the oil and gas system.
