Exploration of the promotion path of geological survey legislation work

Geological work is a pioneer and fundamental work for economic and social development, it is the producer, guardian and provider of national geological data, playing an important role in guaranteeing the security of national energy resources, serving the construction of ecological civilization, and protecting people’s lives and properties safety. In view of the requirements of comprehensively governing the country according to law, there is still a big gap between the current construction of the legalization of geological survey work and the national requirements, and it is of great significance to carry out the geological survey legislation work. Through the comparative study of the international geological survey legislation work and the domestic legislation work in other industry fields in China, the geological survey legislation mode can be summarized as three kinds of centralized legislation, decentralized legislation and decentralized legislation on the basis of centralization. Drawing on the experience and practice of domestic and foreign industries, the geological survey work in China can also follow the pyramid structure, exploring the establishment of a legal normative system for geological survey with the Geological Survey Law of the People’s Republic of China as the leader, the Regulations on the Management of Geological Data, the Regulations on the Prevention and Control of Geological Hazards and other relevant laws and regulations as the mainstay, and the geological survey organizations and work systems as the foundation. At present, it is all the more important to promote the formulation of the Geological Survey Law of the People’s Republic of China as soon as possible, to further regulate the geological survey work at the national legal level, to establish a long-term management mechanism, to continuously promote the application of the geological survey results, and to provide a legal basis for the long-term, orderly and high-quality development of the geological survey work.
