Abstract
By studying the essence and basic characteristics of safety system management, the paper proposes the fundamental elements of a dual prevention mechanism for non-coal mines based on system safety theory throughout its lifecycle. Furthermore, applies system science modeling methods to construct the architecture of the dual prevention mechanism for non-coal mines, and the PDCA dynamic cycle operation model. After instance verification, it holds practical significance and plays a certain guiding role in the safety production of non-coal mines in China, especially in effectively curbing the occurrence of major accidents.
