Abstract
The State Council issued the Decision of The State Council on Strengthening Geological Work in 2006, which was followed by the establishment of the Central Geological Exploration Fund, which was jointly managed and supervised by the Ministry of Finance and the former Ministry of Land and Resources. The Central Geological Exploration Fund, through a market-oriented operation model, organically connects public geological surveys with commercial mineral exploration, follows the purpose of “policy regulation and risk reduction”, and plays a guiding role of financial funds to social funds. On the basis of the national policy and guiding documents on geological exploration projects, the Central Geological Exploration Fund has carried out a series of market-oriented management exploration, and established a project management model of “financial budget and market operation”. Through more than ten years of operation and development, the Central Geological Exploration Fund has established a complete set of standards, clear responsibilities and efficient operation of the system, to ensure the quality of project management, and achieved a number of prospecting results. In order to better play the role of the project management mode of the Central Geological Exploration Fund in the new round of prospecting breakthrough strategic action, this paper reviews the provisions and systems of the Central Geological Exploration Fund in project review, organization and implementation, quality supervision, contract management, fund management, achievement disposal, and a series of market-oriented and innovative practices; summarizes the project management process of the Central Geological Exploration Fund, analyzes the characteristics of the project management of the Central Geological Exploration Fund and the market-oriented exploration and effectiveness of the project management, analyzes the problems existing in the actual project management of the Central Geological Exploration Fund and the reasons, and puts forward suggestions for the optimization of the project management and the safeguard measures for the optimization of the project management process. To ensure the smooth realization of expected results and mission objectives.
