Abstract
Exploring the urban-rural integrated development is an important approach to resolve the contradictions between urban and rural areas and the transformation dilemmas in mineral resource cities. As a significant policy tool for spatial governance in China, territorial spatial planning is crucial for promoting the coordinated development of counties and the urban-rural integrated development. The contradictions between resource utilization and ecological protection in mineral resource cities are becoming more and more obvious, and it is rather difficult to achieve the integrated development of urban and rural areas. From the perspective of territorial spatial planning, this paper combs through the current situation of the urban-rural integrated development and industrial transformation measures in foreign mineral resource cities, and also analyzes the policy evolution and the background of the times regarding the domestic urban-rural integrated development. Taking Jiaokou County, Lyuliang City, Shanxi Province, a mineral resource city, as an example, by analyzing its current characteristics and the achievements made in the process of urban-rural integrated development, this paper sums up the prominent problems in aspects such as planning guidance and overall coordination, industrial development structure, insufficient rural development impetus, public resource allocation, and the flow of resource factors. On this basis, in line with the policies and requirements of territorial spatial planning, urban-rural integration, and rural revitalization, this paper explores the implementation paths for the urban-rural integrated development of Jiaokou County from the aspects of planning guidance, industrial coordination, resource allocation, and factor flow, aiming to better provide references for the practice of urban-rural integrated development in mineral resource cities and regions.
