Abstract
Against the backdrop of China’s “dual carbon” goals, the coal industry, a major carbon-emitting sector, faces dual challenges of green transition and low-carbon development. The critical issues of high carbon intensity and complex governance in coal mining areas are addressed, systematically constructing a categorized model framework and implementation pathway for low-carbon mining area development. The research first clarifies the conceptual definition and core principles of low-carbon mining areas, proposing a development model centered on “emission reduction, energy substitution, carbon sink enhancement, and smart management”. The findings facilitate the coal industry’s shift from extensive extraction to an intelligent, green, and low-carbon high-quality development pathway, providing theoretical underpinnings and practical references for policymaking and corporate strategy formulation.
