Properties of mineral resources and the corresponding equity

To establish a set of mechanisms which are used to encourage stakeholders in mining industry is the key to exploration and exploitation of mineral resources.However,our mining management system ignores the rights and interests of stakeholders who grasp the special social resources of mining.In this paper,we analyze the societal attribute and natural attribute of mineral resources following its concept. The special social resources with development of mineral resources are combination of two attributes and their value is an important part of transformation from the unknown mineral resources to practicable mineral resources.Administering authority should achieve this part of rights and interests by using institution of property.
