Probe on the sustainable development strategy of non-metallic mining in China

Abstract
Non-metallic mining is a widely-used sunrise industry. Its development and utilization is becoming an important means in competition of national comprehensive strength. Therefore, non-metallic mining strategy for sustainable development is one of the important issues. The resource endowment of China's non-metal mining and its status quo in utilization have been analyzed in the paper: China is abundant in various non-metallic minerals, but theper capitaamount is small and grade is uneven; Balance between supply and demand can be achieved for most non-metallic minerals, but a few of them is inadequate in reserve; The number of non-metallic mining company is large but their scale is small, and most primary commodities are processed in low level. Based on current situation, five strategic measures on the sustainable development of non-metallic mining in China have been put forward: Mineral conditions and mining laws and regulations in China should be publicized by various forms to raise public knowledge on non-metallic mineral resources and legal awareness; Investment structures of mining industry chain should be adjusted to strengthen global exploration on non-metallic mineral resources, increase mining reserves and establish dynamic tracking database of reserves; technological innovation of deep processing and comprehensive utilization on non-metallic mineral resources should be actively carried out by market mechanism to meet development needs of the cyclic mining and low carbon society; The industry concentration of non-metallic mining should be increased and strategic non-metallic mining resources reserve system should be established by macro-control and resource integration; Favorable opportunities of developing seven strategic emerging industries, including the new material industry, should be seized to speed up development of non-metallic mining in China. Finally, China will change from a non-metallic mining power in quantity to a power in quality.
