The knowledge governance in regional mineral resources planning

Regional mineral resources planning is the embodiment of national and regional resource strategy. And it is a system engineering on arrangement of mining rights and exploration rights from the point of view of the national development strategy and the characteristic of distribution of regional resources based on the principles of total quantity control、sustainable development and efficiency. In order to make the mineral resource planning more efficient, many kinds of highly complicated knowledge are requested, which underlie the planning themes including understanding mineral resource strategy embodied in planning、analyzing supplies and demands of mineral resource、carrying out the principles of sustainable development and total quantity control in making planning、international cooperation in mineral resource exploration、development and utilization. Thus, from a decision making point of view, reasonable knowledge governance must be taken in optimizing the mineral resources planning. The core of knowledge governance is to change soft constraints into rigid constraints in the process of government procurement of the mineral resources planning, and the necessary knowledge structure of task team of mineral resources planning must be specified in the bidding document.
