Analysis of the development and utilization of the predominant nonmetal mineral resources in Inner Mongolia

Abstract
There are rich in such nonmetallic mineral resources as graphite, fluorite, bentonite and tourmaline in Inner Mongolia,the proved reserves are the highest in China, but the corresponding economic and social benefits hasn’t been released by the influence of the development and utilization level of technology. Because the mineral products are relatively low level, the environmental impact is serious, the greater the intensity of development, the weaker the economic efficiency of the resources. This paper, which takes the potential advantages of graphite, fluorite, natural alkali, salt and other non metal mines as an example, analyzes the present situation of development and utilization of Inner Mongolia's natural resources, and looks for the reasons of the poor efficiency. On the basis of above this, the authors put forward several countermeasures to Inner Mongolia on the benefits which are exploring the potential advantages of non metallic mineral resources: firstly, to strengthen the uses of non metallic mineral resources and protect the potential reserves, to promote the integration of resources of many small mines and control the total resource reserves of planned mines moderately; secondly, to break though the technical bottleneck on further development of mineral products to achieve high-end products by means of innovations based on the technical R&D. thirdly, to accelerate the introduction and cultivation of both strategic emerging industries and high-property non-metallic processing industries with the help of China's technology upgrading of traditional industries and the policies of supply-side structure adjustment;fourthly, increase the supporting infrastructure in remote areas.
