Effectiveness evaluation research of enterprise safety emergency management based on projection pursuit

This paper constructs emergency management effectiveness(EME) evaluation index system,based on discussion of cost investment and accident loss for enterprises,and selects 12 companies in coal,electricity and chemical sectors in Heilongjiang Province as samples,and performs comprehensive evaluation for SPEM effectiveness for those enterprises using Projection Pursuit(PP).Results show that the main reason of lack of EME is the improper distribution ratio between the active and passive investment cost,as well as significant difference of the safety accident loss effect.The paper argues that the effective way of guarding and promoting EME is to build safety production emergency decision-making mechanism which is suitable for companies,and detailed measures consist of using the information feedback mechanism sufficiently,strengthening decision-making responsibility mechanism,perfecting emergency recovery-rebuilding mechanism,and optimizing means and process of decision-performing.
