Study on mineral title price which taken place in requitable usage reform of mineral resources in China

Further deepening Economic system reform requires a sophisticated institutional arrangement on requitable usage system of mineral resources, which is still in its early stage in China. Although policies and measures in relation to mineral title price formation mechanism and other issues have been made and been put in place in the past years, the effectiveness of those polices and measures is still under discussion. Based on an overview of related reforming measures, this paper gives a thorough analysis on both positive and negative effects caused by mineral title pricing reform, reasons behind those effects are also been pointed out. More importantly, the final model of requitable usage system of mineral resources which put China's specific situation into consideration is formed and two feasible transitional plans are presented as well.
