Abstract
This paper is intended to analyze the detail of the economic and social attributes of the public interest, public goods, natural monopolization, externality and duplicity uncertainty of the following three departments like geological investigation, resource exploration and minerals exploitation in the chain of geological exploration manufacture. It aims to reach a conclusion that the products and services for geological exploration can be classified into two categories-information products and physical products. Different products are provided by different departments with different attributes, whose operating procedures have distinction as a consequence. The approach to problem solving of separating public and enterprise or public and commerce is to separate scientifically so as to establish a basic system of public geological investigation and commercial geological exploration running separately. An important condition is to make the resource exploration support geological investigation and minerals exploitation foster resource exploration.
