Research into the comprehensive evaluation index system of efficient and intensive development and utilization of mineral resources

In order to compare effective and intensive degree of development and utilization of different mineral mine lots,this paper constructes an evaluation system composed of three level index,nine secondary indicators and 48 tertiary indicators based on resource industrial economics theory of SCP paradigm,which includes "driving force-behavior-benefit" three links.Using the analytic hierarchy process(AHP) and generalized minimum variance method to optimize the evaluation index,level 3indicators is reduced from 48 to 21.Finally this paper carrys out empirical study in Panxi region of Sichuan and Hebei Chengde area three typical iron mining area.The results show that the main factors of the influence of mining area resources efficient intensive utilization degree are the scientific and technological innovation ability and the management level of development and utilization of mine.Therefore it is recommended that strengthen the key technology research and application to realize the authors synergies by enterprise management innovation,and promote the level of intensive utilization of mining area resources efficiently.
