Regulating the profit of local government in mineral resources development

This paper exposes the special policies of local government in mineral resources development rights in China. These behaviors form the policy game with the central government, and divide the distribution of the profit from the development of mineral resources. These behaviors have obstructed the development of mining rights market in China. It is becoming the main reason of Chinese deteriorating mineral resources developing environment. The paper analyzes the reason of the behaviors, and provides the principle and the advice to regulating the local government profit pursuing from the mineral resources development.
