Construction of the coal HSE management system

In this paper, the author introduces the definition and the origin of the HSE (Health, Safety, Environment) management system, and describes the status of the HSE management system in our country, and explained the need to build the HSE management system in the coal industry. The author thinks that constucting the coal HSE management system should follow these principles:the full participation, prevention based, people-oriented, balance of payments, principal contradiction first and the responsible person first. The coal HSE management system should include the department in charge of HSE, the HSE documents, the HSE legal system and the HSE elements.
