Research on the development and cooperation of Heilongjiang province to Russian coal recourses

According to the Theory of Comparative Advantage, it exists between Chinese and Russian coal industry that they own complementary advantages. Because of the geographic advantage, Heilongjiang province owns the promising future in the international development and cooperation to Russian coal industry. The article analyses the necessity and feasibility of the international development and cooperation between Heilongjiang province and Russia in coal industry. It puts forward some concrete suggestions in the end.
