In resource-based City, the small and medium enterprises' development is good for solving the problem of unemployment, making the society more fairly, but now the policy environment is not satisfied, so the government must make efficient policies and measures to support them. The paper make some examples of foreign countries, then considering the situation of China, improving social service for small and medium-sized enterprises.
