Thinking on determining mining rate and recovery rate in mineral resources compensation fees

There are Controversial in determining mining rate and recovery rate in mineral resources compensation fees.This paper put forward proposals to improve mining rate and recovery rate by analyzing ten years experience in mineral resources compensation levy and mineral sales revenue and mining recovery rate in China.They are:①linking mineral resources compensation fees and mining rate and recovery rate;②strictly determining mining recovery rate coefficient;③defining mineral sales.The study provide basis for the development of mineral resources compensation levy management policy.
