To build the system of environmental cost for coal mining and to construct eco-civilization diggings

Coal mining exists badly negative exteriority, it has restricted seriously the sustainable development of coal and diggings. The paper builds the quantity model of environment's value for coal mining by means of some evaluation methods. According to the idea of Eco-civilization at the 17th congress, we take the Yulin City as example and estimate its environmental cost, then bring forward some treatment suggestions.
