    Research into quarry,construction gravel,soil and scattered nonmetallic minerals mining rights arrangement:a case study of Hulunbuir city,Inner Mongolia

    • This article aims at promoting protection and intensive and economical utilization of mineral resources,by the way of environmental constructive mining to establish green,social harmonious,and sustainable mining style in the context of ecological civilization.Research on the status and problems at political,technical,and operation levels were carried out referring to quarry,gravel,sand and soil,and scattered nonmetallic minerals mining right arrangement.Thence countermeasures and suggestions were forwarded on the following nine aspects:integrate the computer network nationwide to facilitate checking mining right overlap,deal with the existing overlapping mining rights properly,revising the mining right arrangement timely and practically,strengthen earlier stage works including specifically basic mineral exploration,solve handed down problems adequately,enhance contacts and transactions between responsible government departments,innovate co-managing administration mode,control timely the deploy of mining right,taking full range and thorough ecological protection and construction consideration and measures into the making of arrangement.
