Comparison of coal-bed methane resource management system of foreign developed countries and its enlightenment for China

Overlapping mineral rights between coal and coal-bed methane as a prominent issue has significant impact on the layout and effective of coal and coal-bed methane(CBM)in China.This paper analyzed the management system of United States,Canada,Australia and other developed countries in CBM,and summed up the positioning of CBM ownership,mineral right setting,development and other aspects of the characteristics,then made proposals of establishing a sound regulatory policies,improving mining rights overlapping rules and defining guidance scheme between coal and CBM firms according to the defects in the coal bed gas laws and regulations and management system of our country.Base of this, provided reference of further solution about overlapping mineral rights between coal and CBM.
