Base on the human action to improve the theory of accident track cross

On the base of analyzing the defect of the model of accident track cross,to divide human behavior into safety behavior and accident behavior,while accident behavior include human unsafe behavior and human non-action,and combines the accident case in mine to expound human at all levels in mine enterprise have human non-action,and points out it is human non-action that led to unsafe condition of environment and unsafe condition of machinery to improve the model of accident track cross.Improved model is capable of explaining how the unsafe condition is generated,thinking human non-action is basic cause of accident and human unsafe behavior is essential condition,which provides the prevention of accident with new thinking.
