    The economic base and game of new China mineral rights management institutional changes

    • The primary concern of mineral resource management is the allocation of mineral rights which institutional changes are bound by the limitations of various factors. Based on macro-economic environment and game of the central government, the local government and the firms, this paper presents a thorough analysis of the changes in China's institutional policies for mineral rights management since the PRC was founded in 1949:institutional free use represents a long-term equilibrium in a planned economy, compensated use policies are established and improved with establishment of socialist market economic system, the classification management of mineral rights from compensated use policies is result of game among many benefit bodies. In new macro-economic situation and next round of interest game, how to deeply integrate capital and technology may be the changing orientation of China's mineral rights management.
